HR Specialist (Benefits Administration) - Watertown, NY

POSITION TYPE/EXPECTED HOURS OF WORK Monday - Friday; 40 hours per week. Non-Exempt

 

QUALIFICATIONS - Bachelors Degree in Human Resources, Business or related field with at least 1-3 years office experience or Associates Degree in Human Resources, Business or related field with 3-5 years office experience or a reasonable combination of education and direct work experience in the benefits administration field to demonstrate the knowledge, skills and abilities to perform the essential functions of the position with proficiency. Experience with employee benefit programs, billing and reconciliation highly preferred.

 

WORK AUTHORIZATION/SECURITY CLEARANCE Authorized to work in the United States and pass all background clearances.

 

SUMMARY/OBJECTIVE - Act as a liaison to facilitate employee enrollment and withdrawal of retirement benefits for Defined Benefit and Defined Contribution plans. Responsible for staff enrollment and maintenance of employee benefits plans.

 

ESSENTIAL FUNCTIONS Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions

 

  1. Responsible for processing the necessary paperwork for the Defined Benefit Plan for all terminated employees as needed.
  2. Responsible for processing the necessary paperwork for the Defined Contribution plan for all terminated employees as needed and for employees in need of withdrawals or loans.
  3. Responsible for billing and maintenance of benefits pertaining to health plans and ancillary products.
  4. Responsible for organizing and conducting insurance information meetings for 60 day, one year and two year benefits.
  5. Responsible for the organization of and assisting in the benefit enrollment process, upon initial eligibility, qualifying event and open enrollment.
  6. Plan and execute the annual Benefits Fair to kick off the open enrollment process.
  7. Responsible for notification to staff when protected leave is expiring and benefits will move to COBRA coverage.
  8. Monthly monitoring of staff ACA status to ensure compliance with all requirements.
  9. Ensure year end processing of staff ACA forms and agency reporting is accurate and timely.
  10. Responsible for processing and maintenance of the Health & Welfare Benefits (insurance and pension).
  11. Responsible for conducting exit interview evaluations or mailing forms to all self-terminating employees.
  12. Responsible for maintenance of confidential personnel files.
  13. Cross train with the other Human Resources Specialists and assist in the Human Resources Department as needed.
  14. Maintain up-to-date procedures for all specific duties.
  15. Responsible for assisting with Identigo fingerprinting on rotating schedule.
  16. All other duties as assigned by the Chief Human Resource Officer and the Regional Human Resources Manager.

WORK ENVIRONMENT - This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
