Purchasing Manager - Both Counties

Position Type/Expected Hours Of Work - 40 hours a week; flexible to the needs of the agency; this position will be responsible for purchasing in Jefferson and St. Lawrence.

 

Qualifications - Bachelor’s Degree in Business, Purchasing or related field with one to three years’ experience in the purchasing/buying field or Associate’s Degree in Business with three to five years’ in the purchasing or related field. Proficient with MS Office: Word and Excel. Must be able to communicate professionally with people at all levels of the organization and external contacts. Solid decision making skills and strong business ethics.

 

Work Authorization/Security Clearance - Authorized to work in the United States and pass all background clearances.

 

Summary/Objective - Coordinates activities involved with procuring goods and services for the agency. Prepares purchase orders or bid requests. Reviews bid proposals and negotiates contracts within budgetary limitations and scope of authority. Maintains computerized procurement records, such as items or services purchased, costs, delivery, product quality or performance, and inventories. Supervision of Purchasing Assistants.

 

Essential Functions -

  1. Managing daily purchasing activities, supervising staff, and allocating tasks.
  2. Developing and implementing procurement strategies and policies for cost optimization and enhancing supply chain efficiency.
  3. Negotiating contracts and terms with suppliers to ensure favorable pricing, payment terms and mutually beneficial agreements. Compare contract prices to vendor invoices.
  4. Maintaining the supplier database, purchase records, and related documentation.
  5. Coordinating with inventory control to determine and manage inventory needs.
  6. Preparing cost estimates and managing budgets.
  7. Working to improve purchasing systems and processes.
  8. Ensures raw materials, equipment, tools, parts, food and supplies, for Agency are procured according to Agency purchasing regulatory policies and procedures.
  9. Reviews requisitions. Confers with vendors to obtain product or service information, such as price, availability, and delivery schedule.
  10. Selects products for purchase by testing, observing, or examining items. Estimates values according to knowledge or market price. Determines method of procurement, such as direct purchase or bid.
  11. Monitoring inventory levels, analyzing demand patterns and implementing inventory management strategies to manage stock levels and avoid shortages or excesses.
  12. Discusses defective or unacceptable goods or services with users, vendors, and others to determine source of trouble and take corrective action. Verify and approve invoices for payment. May expedite delivery of goods to users.
  13. Maintain the Velocity EHS (Safety Data Sheets).
  14. Works with Corporate Compliance on Business Associate Agreements.
  15. Maintains the vendor background checks.
  16. Performs or ensures that a daily safety inspection of your site(s) is conducted to minimize and address any possible safety hazards, and to ensure all equipment is being utilized safely and properly.

Supervisory Responsibility - Supervision of Purchasing Assistant

 

Travel - Travel required between Jefferson and St. Lawrence Counties and occasional travel required to attend meetings.

 

Work Environment - This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Wage Range - $23.00-$26.22/Hour, Based on education and experience
